The official PTR 2.3.2 patch notes are on the World of Warcraft site at:

I personally feel that the main points of this patch are the nerfs to Hemorrhage (reduced 125% to 110%) for Rogues and the ability for all Mages to learn Ice Block.

First off, Hemorrhage/Mace spec’d Rogues are the currently the most popular builds for arena. Who would not like to stun lock a target to death, especially Warlocks? I’m not too surprised that Hemorrhage got nerfed as some people feel that Hemorrhage is currently too overpowered. On the other hand, Rogues are having an easier time find a spot on arena 3v3 and 5v5 teams, which I remembered was a problem for many Rogues during the first and second season of arena, now they are replacing Warriors on some team make ups. Personally, I would like to see the return of daggers to rogues’ builds as maces are the current symbol of Rogues…

Secondly, I think giving all Mages the ability to learn Ice Block will open a can of worms. I understand that Blizzard wants Mages to be able to be free to explore various other builds beside Frost for PvP, but many people could use the same argument for their respective classes, like Mortal Strike for Warriors and I’m sure Warlocks would love to have Soul Link trainable. I know I would, Destruction Warlock anyone?? I think this change will create a storm.

The other thing is that Hunter’s Freezing Trap can trap two targets now instead of one. I assume this is an attempt to make Hunters are useful in 5v5 as I don’t see them much in team make ups, which is a shame as Priest/Hunter seems like a fun combination for 2v2.

Oh and on the side note, they fixing the Halloween mounts by changing the duration to real time. That sucks.
